Any person with a permanent physical, sensory, intellectual, or psychosocial disability as assessed by the official Disability Assessment Board is eligible.
You typically need CNIC/Form-B, two photographs, medical reports (if available), proof of residence, and a guardian CNIC (if the applicant is under 18).
The timeline varies by district, but usually the certificate is issued within 2–4 weeks, and the Special CNIC takes another 2–3 weeks after applying at NADRA.
