Getting a Government Disability Certificate and Special CNIC is the first and most important step for any person with disability in Pakistan. These documents give you access to essential services, rights, financial benefits, education and job quotas, medical support, travel discounts, and many other facilities. Unfortunately, many disabled individuals and their families do not know the procedure, required documents, or where to apply.
A Disability Certificate is an official document issued by the Social Welfare Department or Disability Assessment Board. It confirms the type and level of disability and is the first requirement to access all government benefits for persons with disabilities.
A Special CNIC is issued by NADRA after your disability certificate is approved. This card identifies you as a person with disability and enables access to employment quotas, travel discounts, education benefits, and various welfare schemes across Pakistan.

You typically need CNIC/Form-B, two photographs, medical reports (if available), proof of residence, and a guardian CNIC (if the applicant is under 18).
The timeline varies by district, but usually the certificate is issued within 2–4 weeks, and the Special CNIC takes another 2–3 weeks after applying at NADRA.
